The research conducted for the first paper will serve as the basis for the second task, which requires groups to develop and present solutions to the main problems their assignedcountries face. For the second task group members consequently act as consultants, recommending a new political arrangement that takes into account the historical experiences of their country and tries to learn from past successes and failures in order to establish a stable democracy that has the potential to survive long-term. Groups should particularly focus their attention on devising a new institutional structure that might help to establish a more stable government in their country. Among other things groups will:
– Outline how the executive, legislative, and judicial branches will be structured, and how these branches will relate to one another. – Determine what type of territorial division of powers should be in place (unitary system, federalism, confederalism?).- Suggest what type of electoral system should be used to elect members of the legislative branch. – Make sure to provide a rationale for each one of the recommendations. Why do you suggest the changes you do? What are you trying to achieve? – Base your assessment on the countrys past experiences with specific policies/
institutional arrangements and on what we have learned in class about the various consequences of specific institutional designs, etc.
