Topic Paper (20%)
Each student will select a public administration topic covered in the course that fits her/his
research interests. An in-depth analysis of the topic will result in a topic paper 5-6 pages in
length, one-inch margins, double-spaced, Times New Roman, Calibri, or Garamond font (size
12). Your reference page/section does not count toward the number of pages.
To perform the analysis, the weekly reading will serve as a point of departure. This paper
should not be a summary of the reading. Rather, the student should find a theme or important
question in the readings as a basis for the paper and utilize at least three additional sources to
construct an argument about a particular topic of your choosing. Citations must follow APA
format.
Students are required to have their topic and the direction of their paper approved by the
instructor in advance by giving me a one-page prospectus of your topic, the problem you want to
address, and the sources you intend to use by week 4. If you do not obtain approval, not only
will points be deducted, but if the instructor finds your theme or question inadequate, you will
receive a low grade on the paper. For example, if you are interested in managing human
resources and select Chapter 3 as the basis for your topic paper, you would read Chapter 3 in
advance, brainstorm topics, and obtain feedback from the instructor prior to writing and
submitting your paper. The basic strategy for your paper should consider:
A brief summary of the issue you are targeting
o What is the issue/concern/problem?
o Why is this a public administration problem?
An explanation why this issue is significant in public administration today.
o Who are the key stakeholders?
o What are the competing interests?
o What challenges do you see in solving this public administration problem?
Based on your research, make a recommendation?
o You need to learn to use reputable academic journals to make your
recommendations. You may include relevant personal experiences (i.e. job or
military) but you must carefully explain how they fit.

To what extent would you agree with Victor Prescotts 1999 assertion that one of the best contributions of political geographers lies in unravelling the evolution of international boundaries whether or not they have been the subject of serious dispute

Pay attention to this time around would be that sort of assertion that Victor Prescott back in 1999. Obviously Prescott is a geographer but his assertion that/is one of the best contributions that a geographer can make is unravelling the evolution of international boundaries whether they have been the subject of a serious dispute of not. Which finds a corollary in the more recent writings of Nick Megoran and his efforts to expand a border biography. So basically you therefore should evaluate what the value of evolution of single boundaries. Which has sort off been expanded by Prescott but more recently in a more critical position from Nick Megoran.

Megoran Idea is that borders studies are great but International boundary seems to from geography traditional coverage of it seems to relegated a little bit in the direction that border studies. Nick is part of critical geopolitics studies but he wanted to to point out that we have got to keep in mind a concentration on these areas as they are very interesting so he came up with the idea for border biography, which essentially was talking about the way the border materializes and perhaps dematerializes to various consistences and might encounter it, negotiate it and confront it and you know w, he was saying if you look at the history of the border in way it which it does materialize and dematerlize can be quite constructive but it was joining with an observation that basically was a refinement of Prescotts earlier view that you know can tell an awful lot from the evolution of boundary and history of boundaries over time whether or not there is dispute. Occurs to me know, those points also join with history concerns about boundaries and borders in about the last decade or so but they kind of stay that states history and state narratives are far too obsessed with elites in poorer areas and we don\’t know much about borderlines of certain states because we havent cared about them an awful lot until of course state authority starts collapsing in curtaining areas and become spaces of danger. Strategic borderland and of course we don\’t know awful whole lot about it. There is a sort of position therefore that Megoran is sort of connected with Prescott. He is saying its good thing to look at the individual history of boundaries and borders. He wrote in American association in 2011/2012.

Also, please look at page 268 from the Prescott Borders in a Border less World by Prescott (as well as 264 – which is the image I sent). From 268 please mention the theories from Rumble and Minghi in answering the question above. Thank you 🙂
