The first sentence is certainly not necessary since the paper is about how they have been used. The whole first paragraph is confusing. The first sentence in the first whole paragraph appears to be just fluff and not relevant to the issue. Why would you say a certain question is not relevant when we are not even addressing that question? I don\’t see why the following quote is included in the paper. �Today the population of 100,000 is urbanized, mimicking the rest of Oceania� (pg the response to �Oceania� by the military has been provision of humanitarian projects that are short-term (Reaves, Termini, & Burkle, 2013, p.2, para.2). It makes no sense and does not add to the paper at all that I can see. Basically half of this paper does not address the questions of the paper.
