The write-up should be from the point of the audience attending the talk.
1) Conduct a thorough analysis of a theory (e.g. principal-agent problems) in bureaucratic politics, operation or organization which includes a literature review and a proposal or evaluation of alternative theories with evidence to support your views. Any theory we discussed in the course is fair game, e.g. rational choice, muddling through, etc Some of you did address the validity of a theory in your first papers, so this could be an extension of that, but it would have to bring several more outside sources to support your views and assess alternative theories.
OR
2) Using theories and readings presented in the course and supplementing them with additional sources, analyze a problem or a case in bureaucratic politics. Using evidence, discuss the causes of the problem and what could be done to solve it or if a case study, what government could have done differently at the time the event occurred. The focus of the paper should not be on political decisions made by elected officials, but the decisions made by the agencies and organizations implementing the policy (You should not use Hurricane Katrina or the Challenger tragedy as those will be discussed in the course). Here are some other hypothetical examples/topics (You are NOT limited to these topics, these are just some ideas):
a. The implementation of Title IX by colleges and universities
b. How federal government agencies have conducted the War on Drugs
c. The process by which the FDA approves new drugs.
Your paper will be graded on your ability to coherently explain your topic and provide citations to support your conclusions. Additionally, your grade will be based on the clarity and quality of your writing including spelling, grammar and syntax. Your paper should be 8-10 pages and you should cite at least 8 sources. Again, try to use scholarly articles, government documents and think tank reports over websites or periodicals (although a few periodicals are fine).
Consider Miss Emily Grierson in A Rose for Emily by William Faulkner. Would you characterize her as a murderer or a madwoman? Here are some things to think about as you come up with your verdict.
