Guidelines:

1. Select a New Jersey Senate or Assembly bill introduced inthe 2013-2016 legislative sessions related to nursing or healthcare. The bill should hold significance for the safety, health and welfare of the public.
2. A copy of the bill must be handed in with the paper.!
3. Prepare a 7-10 page scholarly paper to include the following:
o Describe and discuss the New Jersey legislative process and the difference between the state and assembly versions of the bill.
o Discuss your rationale for choosing this legislation. Describe the impact this legislation will have on the health and welfare of the public. Critically compare and contrast the benefits and limitations of the legislation. Is there a financial impact statement attached to the bill? If so, what are the implications of the financial impact statement?
o Critically discuss your own view and position on this legislation.
o Discuss how other healthcare stakeholders view this legislation. Are they in support? Why or why not? Contact impacted stakeholders to request their position. For example: the American Nurses Association, New Jersey Nurses Association, New Jersey Hospital Association, School Nurses Association etc
o Discuss how this legislation will impact nurses and the nursing profession.

Groups should make sure that their paper is not purely descriptive but rather analytical. In other words, it should not just describe the basic characteristics of the assigned country and outline its entire history but rather show us how particular characteristics and specific historical events are directly or indirectly related to current problems the country faces.

The research conducted for the first paper will serve as the basis for the second task, which requires groups to develop and present solutions to the main problems their assigned countries face. For the second task group members consequently act as consultants, recommending a new political arrangement that takes into account the historical experiences of their country and tries to learn from past successes and failures in order to establish a stable democracy that has the potential to survive long-term. Groups should particularly focus their attention on devising a new institutional structure that might help to establish a more stable government in their country. Among other things groups will:
– Outline how the executive, legislative, and judicial branches will be structured, and how these branches will relate to one another.
– Determine what type of territorial division of powers should be in place (unitary system, federalism, confederalism?).
– Suggest what type of electoral system should be used to elect members of the legislative branch.
– Make sure to provide a rationale for each one of the recommendations. Why do you suggest the changes you do? What are you trying to achieve?
– Base your assessment on the countrys past experiences with specific policies/ institutional arrangements and on what we have learned in class about the various consequences of specific institutional designs, etc.
