I am looking for a proposal for a nationwide (in the US) research project that would create a database of information that could be used by future researchers to evaluate the effectiveness of educators and institutions.
The reasoning for this proposal is that research into schooling has been conducted in a poor fashion using subjective data, small sample sets, over short durations.

Another aspect this paper will have to address is that this would require a federal law or to be made into a federal program to require compulsory participation of all publicly funded schools and students.
