The reasoning for this proposal is that research into schooling has been conducted in a poor fashion using subjective data, small sample sets, over short durations.
The goal would be to collect and continue to collect all ethnographic, social, economic and political data to define the students and their familys than track their academic performance e in all fields through k-12 grade then to check in on all participants in five year intervals for 20 years to determine outcomes.
Another aspect this paper will have to address is that this would require a federal law or to be made into a federal program to require compulsory participation of all publicly funded schools and students. The best way to sell this would to be that this would provide information on teachers success rates so that they could be held accountable for their failings.
